New requirements for the inspection of the electoral roll

big-373-100x100Three political parties – the Citizens’ Initiative Vaselj Sinistaj, Positive Montenegro and NEW on behalf of the Democratic Front filed today to the Ministry of Interior (MI) new requirements for the inspection of the electoral roll especially for the 464 person who are suspected that they do not live in Montenegro for many years or they are deceased, and therefore by law they do not have voting rights and can not be registered in the electoral roll.

These political parties submitted initiatives to MI based on MANS’s analysis of the documentation on the day of the election in Berane, seized in one of the headquarters of DPS in Berane. An integral part of that documentation are and the excerpts from the electoral roll for five polling stations “MH Lim” “Lim I” “Lim II” “MH Park” and “Park II”, in which activists of DPS personally added various information about voters, including and to which political party they belong, in which country they live abroad, and whether some of those people died. So the DPS in these lists identified, all together, 443 people proved to live abroad, and additionally 21 people who passed away, as it is stated in those documents.

As a reminder, in the elections in Berane the voting rights had almost 24 thousand voters, and specifically on the five controversial polling places “MH Lim” “Lim I” “Lim II” “MH Park” and “Park II”, all together 4218 voters.

The fact that just on five polling stations in Berane, according to data seized from DPS activists, over 10% of the voters should not be registered as a voters, confirms suspicions repeatedly brought up by MANS, that Montenegrin electoral roll contains numerous irregularities used for different manipulations in order the ruling party to achieve the best possible results.

Specifically this is the reason why MANS in cooperation with three political parties initiated inspection of the electoral roll for these particular cases, in order to determine whether the allegations from the lists of DPS activists are correct, and whether controversial 464 people can be included in the electoral roll. According to the Law on voters list, MI has 24 hours to complete the inspection for all registered people, and to submit records on the inspections, within 48 hours, to the parties who filled initiatives.

After MI provides information on inspection of the electoral roll, and data whether the allegations in the documents of DPS are correct or not, it will be necessary to check if someone else voted instead of those people in elections in Berane using fake IDs, and it will be necessary to determine the liability of people who allowed those mistakes to happen.

The obligation of MI was to determine who are people lost residence in Montenegro or who passed away and based on that can not be in the electoral roll, which they didn’t do. Therefore, we invite them to, at least for a matter of urgency, process initiatives for inspection of the electoral roll which three political parties submitted today in order to start to clean electoral roll from irregularities, and to provide to the parties records of inspection within the statutory deadline.

In the attachment of this statement we provide lists with information on the people reported today by political parties.
