Attempt of a new brutal crawl into the pocket of Montenegrin consumers

ParliamentAhead of tomorrow’s session of the Legislative Committee, on which should be taken a stand weather for the enactment of the draft law on energy is required simple or qualified majority, or 41 votes of deputies from the Montenegrin Parliament, MANS invites members of the Parliament of Montenegro to respect the Constitution.

In the previous period we have repeatedly pointed out that the Constitution stipulates that is required qualified majority for the adoption of legislation regulating the financial obligations of citizens, which is certainly the Law on Energy, which is the basis for determining the price of electricity paid by consumers.

The draft law on energy a month ago was on the agenda of the extraordinary session of the Montenegrin Parliament and was subsequently withdrawn.

The fact that it is again on the agenda of regular sessions, at a time when the Parliament is not working in full composition, leads to the suspicion that the ruling party is trying to push the adoption of the Law by a simple majority, which would undoubtedly be trampling of the Constitution as the highest Law in the country.

Such a scenario would have been unacceptable, and especially having in mind that the draft law, which the Government submitted to the Parliament, contains a number of controversial solutions that inappropriately favor the state energy companies at the detriment of its citizens.

Earlier we reminded that consumers previously paid extremely high electricity bills to the National Energy Company of Montenegro ( EPCG), while on the other side EPCG held tens of millions of euros in bank of Prime Minister’s brother Aco Djukanovic, providing it both liquidity and survival. Now on the detriment of the consumers, in addition to state-owned companies, through a series of grants is further “stimulated” the private business of companies affiliated with the Prime Minister, which produce energy from so-called renewable sources.

MANS has prepared over 80 amendments to the draft law on energy and offered deputies to processed them, in order to prevent the occurrence of harmful consequences for citizens. At the same time deputies have announced a significant number of amendments, which in itself speaks about the quality of the proposed Law, for example, how controversial are some offered solutions.

Because of the enormous impact that the Energy Law has on all citizens of Montenegro, MANS invites deputies to act responsibly in relation to this draft law, and to prevent attempt of a new such a brutal crawl into the pocket of Montenegrin consumers, and all because of the private interests of individuals.
