Government to finally announce what is negotiated for €809 million

After the fifth annex to the contract on the design and construction of the priority section of the Bar – Boljare highway for alleged subsequent works was signed with the Chinese company CRBC, we believe it is high time the Government of Montenegro published the main project of this investment in order to finally find out what we paid in the amount €809 million for the construction of the Smokovac – Mateševo section.

At yesterday’s session, the Government adopted a new, fifth annex to the Contract on permanent power supply, i.e. the installation of cable sewage on the open route and the bridge Moračica in the amount of € 4.83 million.

Only a few weeks earlier, the fourth annex was adopted, which defines that citizens will provide an additional €14.2 million for water supply. Before that, we learned that the Smokovac loop and access roads were not even taken into consideration when negotiating the price of 809 million, and we must additionally pay at least €30 million for that.

This adding of alleged “subsequent works” that are not part of the Main Project is a direct consequence of chronic non-transparency of this project, starting from the signing when the then Minister of Transport, Ivan Brajović, declined to provide basic information on the economic calculation, to the Minister Osman Nurković, who obviously does not want to announce to the public what we got for the loan of €809 million.

Since the beginning of this project, MANS has demanded that independent control be established not only over the spending of the largest loan ever taken by Montenegro, but also the implementation of the construction contract itself.

Instead, we got a couple of state commissions that vowed to keep silent on the control of this project, and therefore it is not unusual that the state allegedly agreed the construction of the highway without access roads, loop connections, loops, no water supply and no electricity network.

What is still missing on the first Montenegro’s highway, i.e. the first section of the first highway in the country will remain unknown, because the Government continues to refuse to publish key project documents that can answer this question.
