Medenica hid son’s income of €215 thousand

The President of the Supreme Court, Vesna Medenica, did not report to the authorities that in 2013 her son Miloš had earned €215,000 from the sale of land in Kolašin, although she was obliged by the then Law on Prevention of Conflict of Interest, MANS’ Investigative Centre reveals.

Miloš Medenica

At the end of May 2013, Miloš Medenica inherited from his mother nearly 3,500 m2 of land in the settlement Breza in Kolašin, which was stated in the property card of the President of the Supreme Court. Only three months after that, on August 26 the same year, Miloš sold this land and generated the aforementioned income.

The law obliged the President of the Supreme Court to report this income through submission of a special report to the competent authority, which she never did. The income of €215 thousand was not reported in the regular report submitted by Medenica the following year, instead, it is only stated that Miloš sold the land.

The cabinet of the President of the Supreme Court denies this, stating: “It is incorrect that no income from the sale of real estate was reported in the income and property card. In 2013, in accordance with the Law on Prevention of Conflict of Interest, the President of the Supreme Court of Montenegro submitted the income and property card of the recipient – Miloš Medenica”.

The cabinet also added that Miloš had left his mother’s household at the end of September 2013, and that afterwards she was under no obligation to report his property.

However, Medenica was obliged to report a change in her son’s property as he was still a member of her household at the time of earning €215,000. Also, there is no information on the website of the Agency for Prevention of Corruption that Medenica reported the amount for which Miloš sold his inheritance.

Documentation obtained by MANS shows that Miloš Medenica sold 3500 m2 of meadows and forests to company “Konzum“. At the time, Čedomir Popović, a businessman from Podgorica, was behind this company through his company “Carine“.

Čedomir Popović

In the year when Popović bought Miloš’s inheritance, his company “Konzum” did not have a single Euro of turnover through the bank account, and the son of the president of the Supreme Court was paid out of a loan that the company took. Even after the purchase of land from Medenica, Konzum did not generate any income, until the company shut down in 2017 when the land became the property of the parent company Carine. Real estate purchased from Medenica Junior is also the only real estate owned by the company “Carine” in Kolašin.

Carine is also known to the public for the controversial trade in municipal construction land and the business contracted by Čedomir Popović with the then mayor of Podgorica, who is suspected of damaging the city budget by €6.7 million.
