Response: Abazović tried to mislead the public, in addition to the amount, the number of payments for temporary employment contracts also increased

During March and April this year, state institutions made as many as 5,600 individual payments based on temporary employment contracts, which is nearly 1,400 payments more compared to the same period last year when there were no elections. This data confirms suspicions that this is new employment and denies the claims of the Prime Minister Dritan Abazović that the increase in the amount of payments occurred only because individual amounts were increased.

Two days ago, MANS presented an analysis of the state budget spending in the pre-election period, which showed that during March and April this year, state institutions paid as much as 3.2 million euros based on temporary employment contracts, which is over 60% more than in the same period last year when there were no elections.

Reacting to these data, Prime Minister Abazović said that there was no significant increase compared to last year, and that the difference refers to the fact that the amounts of individual payments increased.

The data analysed by MANS show that the average payment per temporary employment contract in April this year was 522 euros, while in the same month last year, it was 520 euros. The situation is somewhat different with contracts that were concluded in March this year and for which the average payment was 609 euros, while in March last year, it was 481 euros.

However, the real reason for the 60% increase in the total amount of payments compared to the last, non-election year, is shown by the number of transactions, i.e. payments based on temporary employment contracts.

Official data show that in March this year, state institutions carried out 2,808 transactions, which is 853 more than in March 2022. The situation is similar with April, when 2,790 transactions were carried out from the state treasury, which is 534 payments more than in April last year.

In the total amount, it is 1387 payments more based on temporary employment contracts compared to the period March-April 2022 when there were no elections.

These data add to the concerns and confirm suspicions that it is a continuation of the pernicious practice of pre-election recruitment and abuse of state resources for party purposes. Everything that we have presented so far when it comes to the spending of the state budget in the pre-election period, including the latest data on employment, is a direct consequence of the lack of political will, not only to implement serious electoral reforms, but above all, the will of political parties to renounce mechanisms of influence on voters.

All analyses of the state budget spending that MANS has presented so far are based on official data from the Ministry of Finance, publicly published and available to everyone, including the Prime Minister of Montenegro.

In the coming period, MANS will continue to monitor the spending of the state budget and inform the public about the conducted analyses and suspicions about the misuse of state resources.
